**São Paulo, Brazil, August 27, 2026** – Alibaba Cloud, a leading global provider of AI infrastructure and the intelligence backbone of Alibaba Group, today announced the launch of its first cloud region in Brazil. Featuring two new data centers, the region gives enterprises, startups, developers and public institutions direct access to a full portfolio of cloud services running on local infrastructure, engineered for the low latency, resilience and data governance that mission-critical workloads require. The technology leader also plans to introduce a suite of enterprise-grade agentic AI services in the region. The launch marks Alibaba Cloud’s first cloud region presence in South America, and strengthens its operations in Latin America after the launch of its Mexico region in February, 2025.

Alibaba Cloud now operates **106** availability zones across **31** regions worldwide, reinforcing its position in the global cloud market, as part of Alibaba’s US$53 billion AI infrastructure commitment.

“Brazil is one of the world’s most dynamic digital economies and a new market central to Alibaba Cloud's expansion in Latin America,” said **Allen Guo, General Manager of Latin America Region and Vice President of International Business, Alibaba Cloud Intelligence**. “With secure, resilient local infrastructure, our AI+Cloud portfolio, and a growing partner ecosystem, we are supporting Brazilian enterprises as they build their cloud and AI capabilities and connecting them to Asia and the rest of our global network.”

The new Brazil region offers a comprehensive suite of cloud computing products from compute, storage, container, networking, security, and databases, big data, to cloud-native services. These services help local customers run mission-critical workloads with enhanced availability, operational stability, low latency and disaster recovery capabilities, while adhering to local regulatory frameworks and standards on cybersecurity, resilience and data governance.

To meet growing AI demand for enterprises, Alibaba Cloud also plans to introduce a suite of agentic AI services in Brazil designed to streamline the development and operation of enterprise-scale AI agents within a secure environment, offering full lifecycle management of AI agents from development and debugging to deployment, real-world operations and end-to-end security protection.

The enterprise-grade agentic services include **ACS Agent Sandbox**, which provides secure, isolated environments for running AI agents at scale; AI-native database and analytics services including **DAS Agent** for intelligent database operations and maintenance, **Data Agent for Analytics** for automated analytical insights, **Meta Agent** for discovering, structuring and managing organizational data assets; **DataWorks Data Agent** for automating data pipelines through natural language, cutting turnaround from days to minutes; **STAROps** for unified agentic operations; **NAPal (Network AI Pal)** for 24/7 intelligent network operations; **Agent Security Center** for agent build-time integrity and supply chain transparency; **AI Security Guardrails 2.0** for safe model interactions, local compliance and runtime risk interception; and **Agentic SOC** for automated threat response and closed-loop auditing.

## Building Brazil’s Digital Ecosystem with Partners for Customers

Alibaba Cloud is working with local partners to build an inclusive and thriving ecosystem in Brazil, serving clients across key sectors including e-commerce, fintech, digital-native businesses, AI-native companies, AI startups and independent software vendors.

**Insi**, one of the largest technology solution providers in Brazil, is partnering with Alibaba Cloud to support the technology transformation of large and mid-sized enterprises. Drawing on Alibaba Cloud's full-stack portfolio of cloud and AI products, Insi will deliver tailored solutions that help its enterprise customers adopt AI and grow their business.

"Brazil's enterprises are moving quickly to modernize, and they need partners who can deliver at scale. Alibaba Cloud brings together the cloud and AI technology we need to meet that demand, and with a region now operating locally, we can serve these customers with the performance, security and data residency they require", said Roberto Certo, Chief Revenue Officer at Insi.

**4Linux**, a Brazilian company specializing in open-source software and enterprise IT services, is partnering with Alibaba Cloud to bring generative AI to businesses across Brazil. By combining Alibaba Cloud's portfolio of open-source Qwen models and cloud infrastructure services with 4Linux's local expertise in deployment, integration, and professional training, the partnership helps Brazilian enterprises adopt AI with greater flexibility and control.

"Partnering with Alibaba Cloud allows us to bring world-class open-source AI models and reliable cloud infrastructure to Brazilian enterprises, backed by local expertise and support. The launch of its Brazil region gives our customers a trusted foundation to build and scale AI solutions with confidence. Alibaba Cloud's openness, technology leadership, and commitment to partners make it the ideal partner to accelerate Brazil's AI transformation," said **Marcelo Marques, Co-founder of 4Linux**.

## Expanding Global AI and Cloud Infrastructure

The launch coincides with Alibaba's latest open-source milestones. Its most recent release, [Qwen3.8-Flash](https://qwen.ai/blog?id=qwen3.8-flash-next), is an open-weight multimodal Mixture-of-Experts (MoE) model featuring a 125 billion-parameter main model with 6 billion activated per token. It strikes an optimal balance between capability, latency and cost, and serves as an early preview of the architecture designed to power the upcoming Qwen4 series. Earlier, Alibaba released [Qwen3.8-27B](https://huggingface.co/Qwen/Qwen3.8-27B), an open-weight multimodal dense model that runs on consumer-grade hardware, while matching the performance of Qwen3.7-plus, an MoE model ten times its size. Within 10 days of release, it became one of the top three most-liked models on [Hugging Face](https://huggingface.co/models?sort=likes).

Alibaba also released the open weights of its flagship model, Qwen3.8-2.4T-A95B, on [Hugging Face](https://huggingface.co/Qwen/Qwen3.8-2.4T-A95B) and [ModelScope](https://modelscope.ai/models/Qwen/Qwen3.8-2.4T-A95B), the first time it has brought a Qwen-Max-class model to open release. Featuring 2.4 trillion total parameters with 95 billion active and a context length of up to 1 million tokens, it is the most powerful Qwen model to date, ranking third globally on Arena AI's [CodeArena](https://arena.ai/leaderboard/code/webdev).

The Brazil launch also builds on Alibaba Cloud's recent regional expansions in Mexico, France, Japan, Korea and Malaysia, deepening the company's global cloud and AI footprint and giving customers resilient infrastructure to support their digital transformation.
