According to AFCOM’s 10th annual State of the Data Center report, operators are no longer designing facilities for incremental expansion. Instead, they are planning significantly larger builds from day one – a structural change driven largely by high-density AI workloads and the infrastructure required to support them. Those surveyed by AFCOM now report an average facility size approaching 38 MW, up from 32 MW last year. That increase reflects more than organic growth. It signals a change in baseline design assumptions, with operators accounting for higher rack densities and the need to secure power early in the development cycle. “As the report notes, data center value is increasingly defined by the ability to deliver scalable power, advanced cooling, and purpose-built environments, and that shift is now reshaping construction, energy, and investment strategies,” Bill Kleyman, program chair for AFCOM’s Data Center World event and co-author of the report, told Data Center Knowledge. According to AFCOM, average rack density reached 27 kW per rack this year, up from 16 kW last year – the largest year-over-year increase recorded in the report’s decade-long history. For context, average rack density was just 7 kW in 2021. Nearly 70% of respondents expect density to increase further within the next 12 to 36 months. “A 69% year-over-year jump in average rack density to 27 kW per rack is not a rounding error; it is a step-function change,” Kleyman said. Higher densities enable more compute within a smaller footprint, but also intensify thermal and power demands. This is heaping pressure on existing cooling architectures and growing interest in alternative approaches. This year, 36% of respondents report having liquid cooling deployed, while another 28% plan to adopt it within the next 12 to 24 months. Notably, nearly 40% indicate that their current cooling solutions do not fully meet operational requirements, underscoring the rapid evolution of thermal expectations. (Image: Alamy) AI as the Primary Driver Nearly three-quarters (72%) of respondents expect AI workloads to increase data center capacity requirements, including 48% who anticipate a significant impact. Meanwhile, 74% plan to deploy AI-capable solutions in their facilities, up from 64% last year. Analysts at Dell’Oro Group are also seeing that AI deployments are pushing operators toward designing entire server rooms as unified systems, rather than expanding capacity rack by rack. Related:Immersion-Cooled BESS: A Game-Changer for Data Center Energy Storage? “The minimum viable increment has shifted from a few racks to entire halls or pods, which is why facilities are being planned at scale from the outset even when they’re delivered in phases,” Alex Cordovil, research director at Dell’Oro Group, told Data Center Knowledge. “Each phase needs to be designed as an integrated system – networking topology, power distribution, and cooling infrastructure all tightly coordinated – because bolting on capacity as an afterthought introduces performance penalties and design compromises that operators can’t afford at these price points.” On-Site Power and Sustainability Gain Momentum Power strategy is also evolving in response to both AI demand and grid constraints. The share of respondents reporting on-site power generation rose to 25% this year, up from 19% last year. Another 23% plan to implement on-site generation within the next 12 months. Operators cite several drivers: avoiding grid interconnection delays, improving resiliency during outages or storms, reducing transmission losses, and supporting sustainability objectives when paired with renewable systems such as solar and battery storage. Thirty-eight percent of respondents report using renewable energy today, and another 37% plan to do so within three years. Additionally, 30% have initiatives in place to manage water and energy usage, with 41% planning similar programs. Structural Shift This year’s findings from AFCOM’s State of the Data Center report point to a structural transformation rather than incremental change. Not only are facilities getting larger and racks becoming denser, but power and cooling are now treated as primary design pillars rather than engineering afterthoughts. AI may be the catalyst, but the broader impact is a redesign of how data centers are conceived, financed, and operated. “For operators, long-term planning is becoming more utility-forward and more modular,” Kleyman said.
