# Urban vs. Rural: Why Data Centers Are Built Where They Are

Urban hubs still matter, but they’re no longer the only game in town. With expanding power and fiber and intensifying incentives, the next wave of data centers will land across a broader set of geographies.

Large data centers in the US have historically been concentrated in a handful of urban and suburban hubs – Northern Virginia, Silicon Valley, and the greater Chicago area, among them. These clusters did not arise because cities are inherently superior. They formed around early advantages such as dense interconnection, proximity to users, and predictable local governance, which over time reinforced those clusters.

As more regions expand power capacity, extend long-haul fiber, and streamline permitting and incentives, those legacy effects are weakening. Site selection is diversifying to include a wider range of geographies, including rural locations, where economics, infrastructure, and risk profiles align with modern workloads.

Below, we unpack the considerations that drive location decisions and the factors shaping a gradual shift toward greater geographic diversity, including more rural builds.

## What Drives Data Center Site Selection?

Choosing where to build a data center entails balancing multiple, often independent factors.

### 1. Infrastructure

Reliable access to large, continuous electrical loads is foundational; most facilities must connect to grids capable of sustaining demand over decades. While [behind-the-meter generation,](https://www.datacenterknowledge.com/energy-power-supply/the-pros-and-cons-of-behind-the-meter-energy-for-data-centers)such as on-site solar or fuel cells, can offset grid dependence, it remains relatively uncommon at hyperscale.On the network side, proximity to high-capacity fiber routes, interconnection points, and diverse paths reduces latency, supports higher throughput, and improves resilience.

### 2. Demand Proximity

Latency-sensitive workloads usually perform better when facilities are geographically close to the users and systems they serve. Physical proximity lowers latency and mitigates performance risks for real-time applications, transactional systems, and interactive services. Workloads that must operate across multiple facilities also benefit when those data centers are near each other, reducing latency across the cluster.

### 3. Economics

Land pricing materially affects [total build and operating costs](https://www.datacenterknowledge.com/management/5-factors-for-assessing-total-data-center-cost), including site preparation, expansion potential, buffer zones, and long-term scalability. Jurisdictional incentives, such as [tax abatements or credits](https://www.datacenterknowledge.com/regulations/u-s-data-center-tax-incentives-a-special-report), can significantly improve project economics, but they must be weighed against ongoing costs like power rates, demand charges, and potential water usage for cooling.

### 4. Governance

Permitting timelines, complexity, and fees vary widely by jurisdiction. Regions with experienced authorities and predictable processes lower project risk and accelerate time to market. Coordination with utilities and stable state and municipal policies further enhances delivery certainty. Incentive structures and fast-track programs can be decisive differentiators.

### 5. Risk and Resilience

Exposure to flooding, earthquakes, hurricanes, wildfires, extreme heat, and other hazards differs by geography. Grid reliability and [water availability](https://www.datacenterknowledge.com/cooling/beyond-municipal-water-alternative-solutions-for-data-center-cooling-needs) for cooling are critical to long-term operations. Reliability profiles vary by utility and region; some areas offer stable, competitively priced power with manageable transmission constraints, while others present higher risk.

### 6. Community and Social License

Local sentiment can determine project momentum. Concerns about water and power use, environmental impacts, noise, and perceived economic benefits often shape receptiveness, particularly in communities new to data center development. Early engagement and clear [benefit-sharing strategies](https://www.datacenterknowledge.com/data-center-site-selection/how-data-centers-can-be-better-neighbors-9-ways-to-win-community-trust) (e.g., jobs, tax revenue, infrastructure improvements) help secure approvals and sustain operations.

## Urban vs. Rural: How the Factors Play Out

In aggregate, these considerations do not inherently favor urban over rural locations. Each geography presents trade-offs.

Urban areas offer advantages such as higher concentrations of end users and enterprises, which align facilities with demand and can improve performance for latency-sensitive services. Urban cores and established corridors also tend to have high-performing network infrastructure thanks to long-standing investment, dense interconnection, and practiced utility coordination.

Rural areas also have distinct strengths. Land is typically less expensive, sites can be larger and more flexible, and certain rural regions have lower exposure to specific natural disaster risks than coastal or seismically active metros. While fiber density and interconnection can be thinner, notable exceptions exist, such as [North Dakota](https://northdakotamonitor.com/2025/12/01/north-dakota-on-track-to-be-first-in-nation-with-100-broadband-internet-access/) and Utah. Reliability and cost profiles for power vary by utility footprint; in some rural contexts, grid stability and pricing can be favorable.

Despite rural advantages, most data centers to date have been built in urban and suburban regions. Several dynamics help explain why.

*   Proximity to other data centers reduces performance risks for distributed workloads.  
*   Decades of investment have established commercial norms around hubs. Enterprises expect hyperscalers to have a presence in [hubs like Northern Virginia](https://www.datacenterknowledge.com/data-center-site-selection/virginia-faces-new-headwinds-in-data-center-growth), making a departure from those locations unusual.  

*   Experienced local governments provide predictable permitting and utility coordination. Established markets often face less [visible pushback](https://www.datacenterknowledge.com/regulations/local-opposition-hinders-more-data-center-construction-projects) than communities new to data centers.  

## Are Data Center Location Patterns Changing?

There are signs of diversification beyond the densest corridors. Power constraints in certain hubs have encouraged operators to explore alternatives. Expanding long-haul fiber routes and new interconnection points in less densely populated states are improving latency and resilience options. Incentive competition among states and municipalities has intensified, lowering effective costs for large-scale builds outside traditional metros. Additionally, workload dispersion, driven by edge services, AI training, and inference with different performance profiles, and compliance-related data locality, has made a single-location strategy less optimal for many organizations.

A host of less densely populated states, including parts of Pennsylvania, as well as Louisiana and Mississippi, have emerged as [growth markets for data centers](https://www.datacenterknowledge.com/data-center-site-selection/emerging-data-center-markets-key-locations-to-watch-in-2026). At the same time, new urban hubs are developing in places like Boston and Denver.

The broad trend suggests that future builds will occur across a wider set of geographies. Legacy hubs will persist where interconnection density and commercial norms remain advantageous, but those historic network effects are no longer the sole determinant of site selection.
