## North American Data Center Deals

AI infrastructure [continued to dominate planning and construction](https://www.datacenterknowledge.com/data-center-construction/ai-data-center-boom-strains-global-construction-capacity), with hyperscalers emphasizing how quickly campuses can be energized and monetized.

In their Q2 2026 earnings calls, Microsoft, Alphabet, and Meta [shifted focus from aggregate capex](https://www.datacenterknowledge.com/data-center-construction/hyperscalers-say-ai-race-has-entered-a-new-phase) to time-to-energy, large-scale networking, power procurement, and the speed of converting infrastructure into revenue-generating compute. Amazon indicated it [will increase AI infrastructure spending](https://www.datacenterknowledge.com/infrastructure/amazon-lifts-ai-infrastructure-spending-to-220b-as-demand-outpaces-capacity) this year, yet still expects capacity to trail customer demand. Amazon’s Q2 results were published amid [reports](https://whartonpost.com/2026/06/25/amazon-data-center-boling/) that the company is planning “Project Eagle,” a four-building data center campus in Wharton County, Texas.

Meta advanced two large-scale initiatives. In northeast Louisiana, the company is [expanding its Hyperion campus](https://www.datacenterknowledge.com/data-center-construction/meta-s-5-gw-hyperion-campus-signals-ai-s-shift-into-utility-territory) into what it describes as a 5 GW AI supercluster, an initiative that analysts and utility planners say would have implications beyond conventional hyperscale projects and could influence regional power systems. North of the border, Meta’s [first Canadian data center](https://www.datacenterknowledge.com/data-center-construction/meta-s-first-canadian-ai-campus-was-planned-around-the-grid) will be built in Sturgeon County, Alberta – an investment of more than $9 billion in a 1 GW AI campus expected to employ roughly 3,000 construction workers at its peak and support more than 300 permanent jobs once operational.

OpenAI announced Project Camellia, a long-term data center project in Effingham County, Georgia. Digging into the filings, Data Center Knowledge uncovered that months before the announcement, Georgia Power had [documented a 3,200 MW customer commitment](https://www.datacenterknowledge.com/data-center-construction/openai-s-project-camellia-was-on-georgia-power-s-radar-months-before-its-debut) and was reviewing an anonymized 3,210 MW project with a matching development timeline.

Construction activity remained intense across multiple providers:

- Iron Mountain broke ground on [RCH-1](https://www.linkedin.com/posts/iron-mountain-data-centers_we-are-excited-to-share-that-we-have-officially-activity-7485984637605851136-FAoY/), a 48 MW facility at its 66-acre Richmond Data Center Campus in White Oak Technology Park, Virginia.
- Brookfield and NextEra Energy [outlined plans to transform](https://www.datacenterknowledge.com/data-center-construction/brookfield-nextera-launch-100b-ai-campus-at-doe-s-paducah-site) part of the US Department of Energy’s former Paducah Gaseous Diffusion Plant in Kentucky into a 1.2 GW AI data center campus with dedicated on-site power generation for the project.
- Galaxy Digital [acquired 500 acres in McGregor, Texas](https://www.datacenterknowledge.com/data-center-construction/galaxy-s-500-acre-texas-ai-campus-reflects-new-grid-model) – about 90 miles north of Austin – for “Project Merlin,” an AI and high-performance computing campus expected to reach 74 MW in its first phase.
- CyrusOne is [reportedly](https://www.bizjournals.com/sanantonio/news/2026/07/22/cyrusone-castroville-data-center.html) pursuing the construction of a 460,000-square-foot data center in Medina County, Texas, representing a $500 million investment.

Several items underscored how policy and public process are evolving alongside buildouts. A Data Center Knowledge analysis by senior writer Shane Snider examined how a [proposed AI data center in Ohio](https://www.datacenterknowledge.com/data-center-site-selection/can-transparency-become-an-ai-data-center-advantage-) is testing whether early community engagement, developer-funded infrastructure, and public disclosure can become part of a new permitting playbook.

At the same time, multiple US states moved to tighten regulations and impose restrictions on data center operations:

- New York: An executive order [paused the issuance certain permits](https://www.datacenterknowledge.com/data-center-construction/new-york-data-center-moratorium-state-pauses-projects-over-50-mw) for new data centers over 50 MW pending rules on grid costs, water use, and host community benefits.
- Texas: Texas Gov. Greg Abbott ordered a [statewide audit of data center projects](https://www.datacenterknowledge.com/energy-power-supply/texas-orders-statewide-audit-of-ai-data-center-projects-in-ercot-queue) in the ERCOT interconnection queue.
- North Carolina: State lawmakers [repealed the sales tax exemption](https://www.datacenterknowledge.com/regulations/nc-ends-data-center-power-tax-break-keeps-capital-incentives) on electricity for data centers while preserving equipment incentives.
- Nebraska: Nebraska Gov. Jim Pillen issued an executive order blocking new data center projects from receiving tax incentives under the [ImagiNE Nebraska Act](https://revenue.nebraska.gov/incentives/imagine-nebraska-act).

More North American data center news:

- Google was [identified](https://cowboystatedaily.com/2026/07/08/google-revealed-as-owner-of-wyomings-largest-data-center-now-project-tembo/) as the company behind Project Tembo, Wyoming’s largest data center – a 2.7 GW facility in Cheyenne – that solidified the region's status as an emerging tech hub.
- Core Scientific [doubled its leased AI data center capacity](https://www.datacenterknowledge.com/deals/core-scientific-doubles-ai-capacity-to-1-1-gw-in-14b-amd-deal) to approximately 1.1 GW by signing a 15-year infrastructure agreement with AMD.
- DeepInfra [launched](https://www.globenewswire.com/news-release/2026/07/08/3324125/0/en/deepinfra-expands-ai-inference-capacity-with-first-international-data-center-in-toronto.html) its first international data center in Toronto, a 1.7 MW facility equipped with more than 1,000 Nvidia Blackwell B300 GPUs.

## Latin American Data Center Developments

Ambitious projects advanced in Brazil and across the Amazon region.

Elea Data Centers, in partnership with AXIA Energia, announced the Amazon region’s [first](https://eleadatacenters.com/en/2026/06/26/elea-announces-the-amazon-regions-first-ai-data-center-with-power-infrastructure-from-axia-energia/) “ [AI-neutral](https://eleadatacenters.com/en/2026/06/26/elea-announces-the-amazon-regions-first-ai-data-center-with-power-infrastructure-from-axia-energia/) ” [data center](https://eleadatacenters.com/en/2026/06/26/elea-announces-the-amazon-regions-first-ai-data-center-with-power-infrastructure-from-axia-energia/) in Belém, Brazil, which the company says is powered entirely by renewable energy, with operations slated for Q2 2027 and an initial capacity of 7.5 MW.

ByteDance [reportedly](https://w.media/bytedance-begins-construction-of-us-38-44-billion-data-center-in-brazil/) began construction of a $38.4 billion data center at the Pecém port complex in Ceará, Brazil, with an initial capacity of 200 MW and potential expansion to nearly 1 GW, which would make it the company's largest facility outside China if realized.

## European Data Center Developments

Finland featured prominently as a destination for AI-era capacity. Pure Data Centres Group [launched](https://puredc.com/2026/07/14/pure-dc-launches-one-of-europes-largest-ever-ai-infrastructure-projects) one of the country’s largest investment projects – and the largest by a UK company – with Phase 1 committing €1.5 billion ($1.7 billion) to a 110 MW AI campus in Seinäjoki, with potential expansion to a €7.5 billion ($8.6 billion) campus exceeding 550 MW. A Data Center Knowledge feature by contributor Nathan Eddy [explores Finland’s growth drivers](https://www.datacenterknowledge.com/data-center-site-selection/finland-s-data-center-boom-is-just-getting-started), including abundant renewable energy, cool climate, tax incentives, and sustainability innovations that are attracting hyperscalers and AI developers.

Elsewhere in Scandinavia, Microsoft [reportedly](https://e24.no/naeringsliv/i/q6mgjL/microsoft-har-kjoept-datasentertomt-i-sandnes) purchased a 64-acre plot in Sandnes, Norway, for a 25 MW data center connected to long-standing plans for the site. Nscale and Nordkraft [formed](https://www.nscale.com/press-releases/nordscale) Nordscale Operations, a jointly owned company to manage data center operations in Narvik, Norway. According to the companies, Nordscale will create local jobs and career opportunities while combining Nscale's global AI infrastructure expertise with Nordkraft's regional knowledge.

In the UK, Prime Minister Andy Burnham has signaled a focus on homegrown AI and digital innovation, a stance that could face early challenges in balancing regional autonomy with national priorities. Data Center Knowledge [took a closer look](https://www.datacenterknowledge.com/regulations/what-britain-s-next-prime-minister-could-mean-for-uk-data-centers) at how Burnham’s track record in Greater Manchester, his stance on planning reforms, and the potential for friction with Scotland’s data center moratorium could shape the future of the UK’s AI and data center industries. A separate [proposal](https://www.bbc.com/news/articles/cpv3xremevlo) would transform Microsoft’s “underused” UK headquarters at Thames Valley Park near Reading into a major gas-powered data center, framed by proponents as a response to declining demand for office space and a way to support nearby businesses.

New market entrants and large-scale proposals also surfaced:

- Nebius Group [launched](https://nebius.com/newsroom/nebius-group-to-build-leading-european-ai-infrastructure-company) a European AI infrastructure company headquartered in Amsterdam, with R&D and commercial hubs in Europe, the US, and Israel. The company aims to build full-stack, AI-centric cloud platforms featuring large-scale GPU clusters and AI developer tools.
- In central Spain, a €3 billion ($3.4 billion) AI campus proposed by EdgeMode, BlackBerry AIF, and the town of Mora continued to progress through regional permitting with a strategy centered on addressing power constraints rather than waiting for grid upgrades. The DC MALPICA AI project includes [plans for a 300 MW campus](https://www.datacenterknowledge.com/data-center-construction/spain-s-3-4b-ai-campus-bets-on-on-site-power) with two 150,000-square-meter AI data centers and is seeking Priority Project status from Castilla-La Mancha to expedite approvals.

## Asia-Pacific Data Center Builds

Concepts and capital deployments highlighted Asia-Pacific’s breadth, from floating data centers to multi-gigawatt plans.

Samsung Heavy Industries (SHI) [signed an engineering agreement](https://www.datacenterknowledge.com/next-gen-data-centers/samsung-takes-floating-data-center-plans-into-engineering-phase) with Mousterian Corporation, a Texas-based infrastructure developer, to advance factory-built, moored floating data centers designed for AI workloads. SHI said each unit would provide 50 MW of critical IT capacity, with initial deployments planned in Texas and other US markets. SHI previously unveiled its floating data center concept at the Posidonia 2026 exhibition in June.

In India, AWS is [expanding its Hyderabad operations](https://www.aboutamazon.in/news/aws/aws-data-centre-hyderabad) as part of a $48 billion investment plan for the country, including $21 billion allocated to cloud and AI infrastructure from 2026 to 2030 and workforce development through training programs.

In Japan, DigitalBridge Group and Japan Extensive Infrastructure [formed](https://www.digitalbridge.com/news/2026-07-01-digitalbridge-and-jexi-announce-formation-of-nippon-gateway-infrastructure-a-new-data-center-platform-in-japan) Nippon Gateway Infrastructure (NGI), a new colocation data center platform launched with assets acquired from NEC Corporation, which remains a strategic customer.

DayOne [partnered](https://firmus.co/newsroom/firmus-secures-600-mw-energy-supply-agreement-in-south-australia-linked-to-1-2-gw-of-new-renewable-generation-and-battery-storage) with Australia’s Firmus Technologies to develop a 360 MW data center campus on Indonesia’s Batam Island, near Singapore, as part of a larger AI infrastructure buildout in the region. Firmus also [announced](https://firmus.co/newsroom/firmus-secures-600-mw-energy-supply-agreement-in-south-australia-linked-to-1-2-gw-of-new-renewable-generation-and-battery-storage) a 12-year wholesale energy supply agreement with Gunvor Group for 600 MW to support the next phase of Project Southgate, its program to develop large-scale AI Factory campuses across regional Australia.

Additional Asia-Pacific data center news:

- NFD Korea is [developing](http://datacenters.economictimes.indiatimes.com/news/ai-compute-infrastructure/nfd-korea-plans-300-mw-ai-data-center-campus-in-south-korea/132277224) a 300 MW campus in Dangjin, South Korea.
- Japanese real estate developer Mitsubishi Estate plans to invest about $9.3 billion to construct new data centers with a combined capacity of 2.5 GW, according to local reports.
- Macquarie Data Centres is [planning](https://www.afr.com/companies/infrastructure/macquarie-technology-secures-land-for-3b-sydney-data-centre-20260714-p60f60) a 3,400-square-meter, 200 MW campus in Sydney.

## Middle East and Africa Data Center Investments

Capital commitments and policy steps continued to shape the region’s footprint.

US neocloud provider Crusoe leased an [additional 100 MW](https://en.globes.co.il/en/article-crusoe-to-invest-10b-in-data-centers-in-israel-1001547215) of data center space at three sites in Israel, bringing its total planned investments in the country to $10 billion over 10-15 years. According to Globes, the expansion includes agreements with Anan Group and MegaDC.

In Egypt, the government is [understood](https://techafricanews.com/2026/06/16/egypt-approves-400-million-data-center-project-to-boost-cloud-infrastructure/) to have granted a license to Hassan Allam Digital Infrastructure to establish and operate data centers and provide cloud computing services, with an initial $400 million investment for a first-phase facility serving government, financial, and business sectors.

Energy-linked deployments also advanced. Renewable energy firm Daystar Power reached nearly [7 MW of installed solar capacity](https://daystar-power.com/en/news-article?post_id=322996) across four Nestlé facilities in West Africa – two in Abidjan, one in Tema, and one in Dakar – with each system designed around local grid and operational conditions.

In Côte d’Ivoire, the US expanded its tech presence, with Cybastion receiving authorization for a $170 million initiative to build a sovereign national data center, a government digitization platform, and a smart border surveillance system.
