民政部、国家文物局联合7月30日发出通知，决定开展区划地名文物名录建设试点，计划在全国范围内遴选首批约15个试点地区，并在试点工作开展1年后，对试点情况进行全面总结，提炼形成典型经验做法，在全国范围内推广。
据介绍，区划地名文物，是指能够反映特定时期行政区划建制、地名命名与演变规律，见证历史事件、国家治理、地域文化、民族交融，依法纳入国家文物保护体系的不可移动文物。
区划地名文物包括行政区划历史文物和地名文化文物两大类。前者主要指与历代行政区划设置、层级体系、治所驻地、疆域界址、军政治理、政区变迁直接相关的不可移动文物，如州、郡、府、县等治所遗址、衙署旧址，体现政区层级与治理体系的古城墙、子城遗址等。后者主要指与地名起源、传承延续直接相关的文物，如直接镌刻地名的碑刻，承载地名文化记忆的地标性建筑等。
通知明确“协同普查、科学认定”“建立名录、有序公布”“保护传承、创新利用”“健全制度、完善机制”等4项主要任务。同时明确，首批约15个试点地区主要以市（地、州、盟）为单元，基础条件特别优秀的县级单元也可纳入；原则上，各省（区、市）申报数量不超过2个。
“名录建设的生命力就在于‘用起来’，核心目标是转化为保护传承、开发利用的实际成效。”民政部区划地名司副司长燕翀介绍，下一步，将以名录为核心载体，深化与文物部门在历史文化传承保护领域合作；以名录为资源谱系，推动行政区划历史文化和地名文化价值的阐释释放；以名录为联创平台，推动区划地名历史文化传承保护形成更多创新实践。 （记者 朱高祥）
