Companies have spent roughly $40B chasing exclusive D2D spectrum. Carr now wants the FCC to ask whether some of it could be had under Wi-Fi's rules, for free.

With an eye toward rules governing Wi-Fi and Bluetooth, [the FCC Chairman said](https://docs.fcc.gov/public/attachments/DOC-423107A1.pdf) he will urge the Commission to look at a swath of spectrum to support a plan to bring direct-to-device (D2D) connectivity to unlicensed devices.

Under a proposal announced Wednesday and to be voted on at the agency's August open meeting, FCC Chairman Brendan Carr plans to explore new rules to extend D2D connectivity to unlicensed wireless devices – "whether on an uplink or downlink basis" – via FCC-authorized satellites. The proposal also aims to allow such unlicensed devices to be used in space, either on board or between spacecraft.

The proceeding aims to examine more than 225MHz of unlicensed spectrum to potentially meet capacity requirements and complement other bands used for D2D services. On top of that, the proposed rulemaking will look to clarify that using equipment authorized under the FCC's Part 15 rules for unlicensed devices is permitted within FCC-authorized spacecraft. The FCC's Part 15 rules govern the operation of unlicensed devices, such as those supporting Wi-Fi and Bluetooth connections, and ensure they do not pose a "significant risk of harmful interference to licensed and unlicensed services."

Carr believes that this approach will fuel a wave of new devices and applications without the burden and cost of obtaining a spectrum license. "This new effort brings together two of the most cutting-edge areas of wireless technology in ways that can help bring connectivity to 'dead zones' and open doors to tomorrow's tech ideas," Carr said in a statement.

##### Billed as a complement, rather than a competitor, to today's D2D market

Though more details on the proposal are forthcoming, Carr's office is billing this proposal as a complement, rather than a competitor, to D2D services that rely on licensed spectrum. If approved, the proposed rulemaking will go through a customary comment and reply period before a final set of rules is established.

D2D today is being used to provide connectivity in areas that are currently not accessible via terrestrial wireless networks. Several companies already offer D2D connectivity today or have it on their roadmaps.

SpaceX, for example, offers it today and is working on a next-gen D2D platform that will tap into spectrum being acquired from EchoStar. AST SpaceMobile also offers it with [partners,](https://www.lightreading.com/satellite/at-t-might-look-beyond-ast-spacemobile-for-d2d) including AT&T.

Amazon is jump-starting its move into D2D via its [pending Globalstar acquisition](https://www.lightreading.com/satellite/amazon-nets-globalstar-for-11-5b-signs-new-apple-pact). Amazon Leo, its low-Earth orbit (LEO) broadband satellite unit, is also developing a new D2D system that is slated for a 2028 launch and expected to deliver advanced voice, text and data services.
